ID Required for Voting, updated July 23, 2020

Virginia voters are reminded that state law requires all voters to provide an acceptable form of identification (ID) at the polls. Voters arriving to the polls without an acceptable form of ID will be required to fill out an ID Confirmation Statement form or vote a provisional ballot and will then have until noon on the Friday after the election to deliver a copy of an acceptable ID to their locality's electoral board in order for their provisional ballot to be counted. Please see the "Provisional Ballot Process" below.

Virginia's ID requirements also apply to absentee voters who vote in-person.

Acceptable Forms of Photo Identification

  • Valid Virginia Driver's License.
  • DMV-issued identification card.
  • Valid United States Passport.
  • Valid Employee photo identification card.
  • Other government-issued identification card.
  • Valid college or university student identification card (issuer must be an institution of higher education located in the U.S.).
  • Valid Student Identification Card issued by a public or private high school located in Virginia.

Voter Assistance

A voter who requires assistance to vote by reason of physical disability or an inability to read or write, if he so requests, may also be assisted in completing this ballot.

Provisional Ballot ID Process

A voter who arrives to the correct polling place without an acceptable form of identification and declines to fill  out the ID Confirmation Statement form will be given the opportunity to vote a provisional ballot. After completing the provisional ballot, the individual voting will be given written instructions from the election officials on how to submit a copy of his/her acceptable identification so that his/her vote can be counted. The written notice given to the voter will provide the necessary information, including email, fax, and address of where the copy of an acceptable ID should be delivered.

A voter will have until 12 noon on the Friday following the election to deliver a copy of the acceptable identification to the local electoral board. Voters may submit a copy of their acceptable ID via fax, email, in-person submission, or through USPS or commercial postage service. Please note that the copy of the acceptable ID must be delivered to the electoral board by 12 noon on Friday or the provisional ballot cannot be counted. A Friday postmark will not be sufficient if the copy of the acceptable ID is not delivered to the electoral board by 12 noon Friday.
