Frederick County Government is pleased to provide the following public information and resources to our community. Please know that Frederick County Government is not the resource for testing, vaccine distribution, or the most current information on the virus. You will find information in the links below to the Governor of Virginia, CDC, Virginia Department of Health, Valley Health, and the World Health Organization.

As the community addresses COVID-19, we ask that you continue to practice good personal health habits such as social distancing, using a face covering as recommended, washing your hands frequently, and practicing proper social distancing.

Virginia Department of Health

From the VDH: VDH has two public information numbers that are available. The first is the Richmond VDH info number, 877-ASK-VDH3. We also have a local information number, 540-771-3992, that is provided by Lord Fairfax Health District.

Please understand that these numbers are for information only. The Health Department does not have the facilities to provide either primary care or patient testing; please do not refer patients to us that need care for COVID. If a patient needs care (including testing), that patient should contact his or her primary care provider. Another option would be urgent care. In each case, the patient should call ahead or have another person go into the urgent care site to warn them of a possible COVID case. The emergency room should be reserved for the sickest of patients that might require hospitalization and someone should also give a warning before the patient enters.

Administration Building at 107 N. Kent Street

The building at 107 N. Kent Street is open 8 a.m. – 5 p.m.. Visitors to the County Administration Building need to enter through the main entrance on Kent Street and are strongly encouraged to make an appointment prior to arriving. This will help us ensure the best possible service for all citizens.

On November 13, 2020: As COVID-19 surges in states across the country, Governor Ralph Northam announced new actions to mitigate the spread of the virus in Virginia. While the Commonwealth’s case count per capita and positivity rate remain comparatively low, all five health regions are experiencing increases in new COVID-19 cases, positive tests, and hospitalizations.

Face coverings are requested and appreciated for visitors in Frederick County Government facilities to ensure the health and safety of everyone.

We appreciate the continued cooperation and patience of everyone as we strive to keep our offices open and  accessible.

Meetings

Please visit our main web calendar for meeting status. Efforts may be made to limit the size of meetings and to adhere to current social distancing guidelines. Those attending meetings in the Board of Supervisors room should enter through the doors on Kent Street.

Online Services

We encourage everyone to do business with the County online if at all possible. Visit www.fcva.us/services/all-online-services

Department of Social Services

The Department of Social Services is committed to continuing to provide essential services to the residents of Frederick County. Our staff will be operating on a flex schedule based on teams in order to reduce the possibility of exposure of all staff so the we can continue to operate.

If you call your worker and they do not answer, please leave a message and someone will call you back. Please note that it may not be your typical worker as we are all covering each other’s work when in the office.

We will make every effort attempt to conduct as many meetings as possible virtually. When necessary, we will have team meetings in the office, but all attendees will be given a brief health screening before the meeting to ensure the safety of all attending.

Access to the office will be limited. Please call ahead to schedule an appoint if you need to see someone in person. All visitors must enter through the main entrance on Kent Street, check in at the front desk and a DSS staff member will escort you to the office.

If you have verifications or applications that need to be turned in you can use the following methods:

  • During business hours, drop information in the Social Services drop box that can be found just inside the Kent Street entrance

Esther Boyd Animal Shelter

The Frederick County Esther Boyd Animal Shelter is closed except for necessary business. The shelter is open by appointment only for adoptions, reclaims, drop offs, etc.

Virginia Department of Health

Please be advised that “by order of the Health Commissioner, all people in public areas in VDH facilities must wear a mask as of Wednesday, September 1, 2021.”

This order will apply to the VDH offices located at 107 N. Kent Street and will include customers coming into their department. 

Landfill and Citizen Convenience Sites

We need everyone's cooperation by following these few simple guidelines:

  • Dispose of waste for essential needs
  • Limit your trips
  • Consolidate loads
  • We continue to accept yard waste

Your cooperation will help us to effectively manage increased volume at the landfill citizen convenience site.

Facilities will operate under normal hours for now. At neighborhood citizens’ convenience sites, residents are asked to off-load their refuse. Those requiring assistance are asked to signal the attendant on duty.

Changes to schedules will be announced.

Parks and Recreation

Permits & Inspections

To clarify previous information:
The Building Inspections Office is currently operating on normally scheduled hours, with possibly modified services.

Permits/plans can be dropped off at the main lobby.

Permits can be picked up by appointment only.

Permit applications can be mailed to our office at: 107 N. Kent Street, Suite 200, Winchester Virginia  22601.  Some permits may be capable of being submitted by fax to 540-678-0682.

Public Safety Building at 1080 Coverstone Drive

The building is closed to the public until further notice

Please call 540-662-6168 prior to coming to the building for any purpose. Most business can be conducted via phone or email and we are attempting to do just that. The community rooms are closed to the public and notifications have been made to those who had the rooms previously reserved.

Recycling Programs

Electronics recycling and household hazardous waste collection events held at the regional landfill are underway on an amended schedule. Household hazardous waste collection will be held on the third Wednesday of each month, noon to 6 p.m.

Electronics recycling will be held on the fourth Wednesday of each month at a new time, 7 a.m. to 11 a.m. Please wear a face covering to events and stay in your vehicle. Materials should be hauled in on the back of trailers or pickup trucks. See link prior to events for complete details COVID - HHW + E-Cycle.

Old electronics, with the exception of televisions and computer screens, may be dropped off at the landfill’s citizens’ center anytime during normal operating hours. Residents should be prepared to handle off-loading.

United Way Northern Shenandoah Valley

As concerns over COVID-19 continue to grow, so do the financial implications for businesses and employees. People are losing work as businesses close and many families who already live paycheck to paycheck are struggling to make ends meet.  United Way NSV and the Valley Assistance Network (VAN) are closely monitoring the developments happening at all levels of government in order to stay up-to-date on resources and assistance available for those who are impacted.

Shenandoah Valley Electric Coop

Shenandoah Valley Electric Cooperative (SVEC) encourages members to take advantage of their drive-up windows in Staunton and Winchester, as well as other remote payment options including kiosks and drop boxes at all office locations for members’ convenience.

The cooperative asks that members consider using electronic methods for account access.
