Mike Bollhoefer, County Administrator

Mike Bollhoefer began with Frederick County in November 2021. Mr. Bollhoefer came to Virginia from Winter Garden, Florida where he has served as the City Manager for the past 16 years.

In addition to holding the position of City Manager, Mr. Bollhoefer has served in various positions in finance including Finance Director for the same locality and is a C.P.A. He holds a B.S. in Accounting from the University of Florida, a Master of Public Administration from Troy State University, and numerous certifications.

While at Winter Garden, Mr. Bollhoefer directed the largest capital improvement plan in the City’s history, led the process to design and fund road projects, and worked closely with local business entities and citizen groups to spearhead successful economic development projects and business retention.

Jay E. Tibbs, Deputy County Administrator

Jay Tibbs has served as Deputy County Administrator and Deputy Clerk to the Frederick County Board of Supervisors since 2004. He previously worked as Assistant Town Administrator/Town Clerk/Zoning Assistant for the Town of Middleburg, VA and Deputy County Clerk/Assistant to the County Commission in Pocahontas County, WV. Mr. Tibbs holds a Bachelor of Arts degree in Government from Centre College and an M.B.A. from Shenandoah University.

Ann W. Phillips, Deputy Clerk to the Board of Supervisors

Ann Phillips has served as Deputy Clerk to the Frederick County Board of Supervisors since November 2017.  She previously worked as the Town Clerk for the Town of Berryville, Virginia. Mrs. Phillips holds Bachelor of Arts degree in geography/cartography from Mary Washington College in Fredericksburg, VA.
